Description: This document contains the translation of the spate management practices in Wadi Tuban in Yemen. They were drawn up in 1950, when the Sultan of Lahj held sway in the area. Central to the management or the system was the Agricultrual Council. Later the rules were changed and new local bodies came in place. Till today the Irrigation Council is active in Wadi Tuban. This document gives a detailed account of local water governance in spate system at the time and may be used to reflect on local institutional arrangments in other spate systems as well.
