The project basically aims to arrest the deterioration of local livelihoods by: 1) land tenancy reform so that land access is equitable, secure, and for viable plot sizes; 2) managing the flood water to suit 3 key purposes of farming, filling of water earth tanks (hafirs) at the balags or the forest plots that collect the excess flood water; 3) devolution of spate water and land management to users’ organizations.
